Strategies for Managing Copilot Premium Request Spending

As your organization adopts GitHub Copilot, developers will begin using premium features that may incur costs beyond the base license fees. To ensure predictable spending and maximize the value of your investment, it’s important to have a strategy for managing these costs.

This guide outlines two key strategies for effective cost management: optimizing license tiers for heavy users and setting granular budgets for specific groups.

Note

By default, the spending limit for Copilot premium features is set to $0. To implement these strategies, you will need to adjust your enterprise’s billing settings to allow for spending.

As of November 2025, GitHub now offers granular budgets at the SKU level for different AI tools (Copilot coding agent, Spark, and general Copilot premium requests), as well as bundled budgets that combine all premium request SKUs. You can also manage budgets programmatically via the Budget Management API.


Strategy 1: Optimize Licensing for Power Users

Different Copilot plans (Business and Enterprise) include a different monthly allowance of premium requests. While the Enterprise plan has a higher per-user cost, it includes a significantly larger allowance of premium requests. For developers who frequently use premium features, it can be more cost-effective to upgrade them to Copilot Enterprise rather than paying for their premium request overages on the Copilot Business plan.

Consider the following pricing structure:

Here’s a cost comparison for different usage levels:

Key insight: Any user making 800 or more premium requests per month will save money by being on Copilot Enterprise.

  1. Analyze Usage: Download the GitHub Copilot Usage Report for your enterprise. Aggregate the data to identify users who consistently exceed 800 premium requests per month.
  2. Identify Power Users: Focus on developers making 800+ premium requests monthly, as they represent your break-even point.
  3. Calculate Break-Even: Determine whether Enterprise licensing will reduce your per-user spend compared to paying for overages on the Business plan.
  4. Isolate and Assign: Create a new, dedicated organization within your GitHub Enterprise for these power users. This makes it simple to assign Copilot Enterprise licenses to that group while keeping other users on the Business plan.
  5. Monitor Continuously: Regularly review usage reports to ensure Copilot Enterprise remains the most cost-effective option for these users as their usage patterns evolve.

Note

Copilot Enterprise is only available for GitHub Enterprise customers. It is not available for customers on non-GHE SKUs.


Strategy 2: Set Granular Spending Limits

You may want to give certain teams or individuals a budget for premium requests without allowing for unlimited spending. This is useful for teams working on critical R&D projects or those who need extra resources without granting them a full Enterprise license.

GitHub now provides several flexible approaches for budget management:

As of November 2025, you can choose between two budget strategies:

Additionally, Enterprise and Team plan administrators can configure premium request overage policies to enable or disable overages per tool, giving you precise control over which AI features can exceed their base allowances.

There are three primary methods for setting these specific budgets.

Option A: Use a Separate Organization Budget

This approach offers maximum flexibility. You can create a new organization, move the desired users into it, and then apply a specific spending budget for Copilot to that organization. This is ideal when you want to partition your enterprise into groups with different spending policies.

Setup Instructions

  1. Download your usage report following the GitHub Copilot Usage Report instructions to identify which users should have increased premium request budgets.

  2. Enable premium request paid usage in Enterprise → Policies → Copilot → Policies (if not already enabled).

  3. Manage default budgets: By default, Copilot Premium Requests have a $0 budget applied. You may need to delete this default budget before creating new ones.

  4. Create a new organization within your GitHub Enterprise for users who need additional budget.

  5. Invite selected users to the new organization.

  6. Assign Copilot licenses to those users in the new organization.

  7. Create two separate budgets at the enterprise level:

    Budget 1 (for users with additional spending):

    • Budget Type: SKU-level budget
    • Product: Copilot
    • SKU: Copilot Premium Request (or product-specific SKUs like “Copilot Coding Agent Premium Requests”)
    • Budget Scope: The newly created organization
    • Budget Amount: Your desired limit (e.g., $500, $1,000)
    • Alerts: Optional notification thresholds

    Budget 2 (for users with restricted spending):

    • Budget Type: SKU-level budget
    • Product: Copilot
    • SKU: Copilot Premium Request
    • Budget Scope: Your original organization(s)
    • Budget Amount: $0
    • Alerts: Optional notification thresholds
  8. Monitor usage regularly to ensure the budget aligns with actual usage patterns.

Option B: Use a Cost Center Budget

If your organization already uses GitHub’s Cost Centers to align spending with business units, you can apply a budget directly to a cost center. This approach integrates Copilot spending management with your existing organizational cost structure. Cost centers can flexibly combine users, repositories, and organizations, allowing you to group resources in ways that make sense for both Copilot spending and broader organizational cost allocation.

Setup Instructions

  1. Download your usage report following the GitHub Copilot Usage Report instructions to identify which users should have increased premium request budgets.

  2. Create a cost center for users who should have additional premium requests using the Cost Centers documentation.

  3. Assign users to the cost center using the API or UI.

  4. Create two separate budgets at the enterprise level:

    Budget 1 (for cost center with additional spending):

    • Budget Type: SKU-level budget
    • Product: Copilot
    • SKU: Copilot Premium Request
    • Budget Scope: Cost Center for additional premium requests
    • Budget Amount: Your desired limit
    • Alerts: Optional notification thresholds

    Budget 2 (for users without additional spending):

    • Create another cost center for users who should have NO additional premium requests
    • Assign those users to this cost center
    • Budget Type: SKU-level budget
    • Product: Copilot
    • SKU: Copilot Premium Request
    • Budget Scope: Cost Center for no premium requests
    • Budget Amount: $0
    • Alerts: Optional notification thresholds
  5. Continue monitoring premium request usage to validate the budget’s effectiveness.

Option C: Use Enterprise-Scoped Budgets with Cost Center Exclusions

As of January 2026, GitHub introduced the ability to configure enterprise-scoped budgets that exclude cost center usage. This is particularly powerful when you want to set a restrictive default spending limit across the entire enterprise while selectively granting additional budget to specific teams through cost centers.

  1. Set a restrictive enterprise-wide budget (e.g., $0 or a low amount) as the default.
  2. Configure the budget to exclude cost center usage.
  3. Create cost centers for teams that need additional spending allowance.
  4. Optionally create cost center-specific budgets with higher limits for those teams.

Setup Instructions

  1. Create an enterprise-scoped budget:
    • Budget Type: SKU-level budget
    • Product: Copilot
    • SKU: Copilot Premium Request
    • Budget Scope: Enterprise
    • Budget Amount: Your desired default limit (often $0)
    • Enable the option to exclude cost center usage
  2. Create cost centers for teams that should have additional budget using the Cost Centers documentation.

  3. Assign users to their respective cost centers using the API or UI.

  4. Create cost center-specific budgets (optional but recommended):
    • Budget Type: SKU-level budget
    • Product: Copilot
    • SKU: Copilot Premium Request
    • Budget Scope: Each cost center
    • Budget Amount: Appropriate limits for each team
    • Alerts: Optional notification thresholds

Combining Strategy 1 with Budget Options
